Decentralisation & European Semester

Within the framework contract of the European Committee of the Regions (CoR) led by t33, Spatial Foresight was assigned to lead a contract on the analysis of decentralisation processes in the context of the European Semester. The focus of this contract is on the different dimensions of decentralisation which may be implemented at different levels of government. The study will assess the relevance of the corresponding OECD guidelines for effective decentralisation in EU Member States and shall assess the potential occurrence of 'unfunded mandates' at lower levels of government.
