ReCoCliN – Regional contributions to climate neutrality

ReCoCliN explores how European regions can meaningfully contribute to the EU’s 2050 climate neutrality goal through place-based, systemic strategies. The project brings together a leading consortium—led by Cambridge Econometrics and including Spatial Foresight, University of Graz, Prognos, BBSR, and Demos Helsinki—to uncover how climate transitions unfold differently across territories, sectors, and governance levels.

ReCoCliN addresses four core questions:

  1. Where do regions stand on climate neutrality?
  2. Which indicators and data best track regional progress?
  3. What systemic tools and policies drive regional transitions?
  4. How can policymakers be empowered to lead just, inclusive change?

Through data analysis, six thematic case studies, and co-creation of practical policy guidelines, the project supports regions in navigating the complexity of decarbonisation. Special focus is placed on under-resourced, rural, island, and enlargement regions to ensure no place is left behind.

Spatial Foresight leads the neighbourhood-scale transition strand and contributes to shaping the systemic, territorial lens at the heart of the project.
