Spatial Foresight has been selected to conduct the URBACT III impact evaluation. URBACT is a European exchange and learning programme promoting sustainable urban development. It enables cities to work together and develop integrated solutions to common urban challenges by networking, learning from one another’s experiences, drawing lessons and identifying good practices to improve urban policies. Under URBACT III 83 city networks have been active involving around 500 cities. By a theory-based evaluation process we will (1) identify whether any positive changes in sustainable urban policies can be attributed to the programme’s activities, (2) seek to explain with which mechanisms these changes were precisely produced and (3) try to describe the factors which foster or limit the changes. The work is being carried out in collaboration with Martijn de Bruijn.
